Notice of Availability of
Draft 2020-2024 Consolidated Plan and Draft 2020-2021 Action Plan
for Public Review and Comment
The Mayor’s Office of Housing and Community Development (MOHCD), Office of Economic and Workforce
Development (OEWD) and Department of Homelessness and Supportive Housing (HSH) announce the
availability of the Draft 2020-2024 Consolidated Plan and Draft 2020-2021 Action Plan for public review and
comment from May 7, 2020 through June 5, 2020.
The Consolidated Plan is a five-year strategic plan that serves as a planning document for San Francisco’s
community development and affordable housing activities. The Consolidated Plan also serves as an
application for federal funds under the following U.S. Department of Housing and Urban Development
(HUD) formula grant programs: Community Development Block Grant (CDBG); Emergency Solutions Grant
(ESG); HOME Investment Partnerships (HOME); and Housing Opportunities or Persons With AIDS (HOPWA).
The strategies that are included in the Consolidated Plan will be used to make funding decisions under
these four federal programs as well as other funding sources administered by MOHCD.
The 2020-2021 Action Plan is the first-year implementation plan under the 2020-2024 Consolidated Plan. It
outlines community development and affordable housing strategies and priorities that will be supported
with the four federal funding sources and other funding sources administered by MOHCD during the
program year that starts on July 1, 2020 and ends on June 30, 2021. Please note that specific funding
recommendations for projects for the 2020-2021 program year have already been made available for public
review and comment and will not be included in the Draft Action Plan document.
The Draft 2020-2024 Consolidated Plan and Draft 2020-2021 Action Plan will be available for review
beginning May 7th. The draft documents will be available electronically on the MOHCD website at
https://sfmohcd.org/, OEWD website at https://oewd.org/, and HSH website at http://hsh.sfgov.org/. Due
to the current shelter in place order, hard copies of these documents will not be available.
Members of the public who wish to provide feedback on the Draft Consolidated Plan or the Draft Action
Plan document may do so by submitting written comments to email@example.com. Your comments will
be forwarded to the appropriate agency. The deadline for receiving written comments is Friday, June 5,
2020, at 5:00 p.m.
