The Housing Ladder offers opportunities for residents of Permanent Supportive Housing (PSH) to move from intensive supportive housing to more independent living. By joining the program, clients make their PSH unit available for other people experiencing homelessness. HSH accepts referrals to the program on a rolling basis at housingladderprogram@sfgov.org.
To be eligible for the Housing Ladder Program, clients are referred by their case managers. To be eligible, clients must:
- Live in Permanent Supportive Housing for at least 36 months within a qualified PSH program including Continuum of Care (CoC), Direct Access to Housing (DAH), Local Operating Subsidy Program (LOSP), SRO Housing First Master-Lease Program.
- Be in good standing.
- Ready to move on into more independent living.
The Moving On Initiative (MOI – from Tipping Point’s Chronic Homeless Initiative) is part an opportunity for people in the Housing Ladder to move to a more permanent housing solution outside the Homelessness Response System. The program was launched in December 2016 as a partnership that continues to this day. HSH, the San Francisco Housing Authority, and our non-profit partners Brilliant Corners and Hamilton Families work together to administer the program.
MOI helps people transition from Permanent Supportive Housing into market-rate rental housing. HSH screen applicants. Then, SFHA grants vouchers to those deemed qualified, and non-profit partners help them find compatible homes.
