The 2024 CoC NOFO Bidders Conference will happen on August 6th from 12-2PM. We will have both in-person options at Born Auditorium, and virtual options through zoom. We will be providing an overview of the NOFO, including any potential updates and changes, the amount of funding available, detailing the required submission materials and timeline, and walking new and expansion projects through using e-snaps. As a reminder, renewal subrecipients will generally not need to make changes in e-snaps this year and will just be reviewing the project applications to confirm the details. 2024 Continuum of Care (CoC) Program Competition- Local Competition
The US Department of Housing and Urban Development (HUD) has released the 2024 Notice of Funding Opportunity (NOFO), opening the funding competition for new and renewing homeless services funding through the HUD Continuum of Care (CoC) Program. You can read the full 2024 CoC NOFO on HUD’s website. This page provides important information and key dates for programs, providers, and project participating the San Francisco CoC’s local competition, under the 2024 CoC NOFO. Providers, programs, and projects that have not participated in the NOFO process and that do not currently receive CoC funding are encouraged to apply for funding under this opportunity.

2024 Preliminary Ranked
Per local rules, those who are in the bottom of Tier 1 (up to the amount of Tier 2 funding available), not selected by the priority panel, and those who received less funding than sought may appeal. Those appealing can request more detailed information on their scoring, but must do so by the end of tomorrow, Friday, September 27, 2024. Email sfnofa@homebaseeccc.org to make the request.
Appeals are due on Tuesday, October 1st, 2024 with deliberation by the Appeals Committee happening on Wednesday, October 2rd. The written appeal is limited to two pages typed, 12-point font. The appeal should state all grounds for appeal, by reference to information contained within the original application materials. No extraneous detail will be taken into consideration, with the exception of ranking context provided verbally by a non-voting Priority Panel member in attendance on Appeals Day. The written appeal must be signed by an individual authorized to represent the recipient or subrecipient (e.g. Executive Director) and indicate pertinent sections of the application upon which its arguments are founded. Appeals must be sent to Charles.Minor@sfgov.org and sfnofa@homebaseccc.org. Appeals decision will be announced by Friday, October 4th, 2024. Final approval by the LHCB is scheduled for Monday, October 7th.
