This page includes information on HSH’s proposed projects to which Prop I is applicable. Prop I, outlined in Chapter 79 and Chapter 79A of the San Francisco Administrative Code, describes the types of projects that require public notice and the timing and methods of the notice.

Property at 500 Hunters Point Expressway
The Department of Homelessness and Supportive Housing (HSH) is proposing to enter into a new sublease for the city’s continued use as the Bayview Vehicle Triage Center for two years.

Property at 2177 Jerrold Ave.
The Department of Homelessness and Supportive Housing (HSH) is seeking to lease the property at 2177 Jerrold Avenue to construct non-congregate shelter for people experiencing homelessness. This property will provide individual cabins to shelter people living on the streets and parking places for people living in their vehicles.

Property at 555 Beale Street
The Department of Homelessness and Supportive Housing (HSH) is proposing to enter into a new agreement with the Port of San Francisco to extend the use for two years with an option to extend for up to two more years, subject to termination if the site is needed for development. This will support the continued interim use of the site as the Embarcadero Navigation Center.
The Embarcadero Navigation Center opened in December 2019 and provides temporary shelter to up to 200 adults experiencing homelessness.

Property at 42 Otis Street
The Department of Homelessness and Supportive Housing (HSH) is proposing to acquire the building at 42 Otis Street. The property would serve as permanent supportive housing (PSH) for young adults. The proposed project would provide long-term affordable housing with onsite social services to people exiting homelessness and further the city’s goal of addressing the homelessness crisis.
The property at 42 Otis has 24 fully functional studio apartments with private bathrooms and kitchens, modern appliances, a rooftop deck, elevator, courtyard, close proximity to public transit, and 4 office spaces with retail space on ground floor.

Property at 1174 Folsom Street
The Department of Homelessness and Supportive Housing (HSH) is proposing to convert the property at 1174-1178 Folsom Street to permanent supportive housing for young adults exiting homelessness. The 42-unit building at 1174-1178 Folsom will have 24-hour desk coverage, property management, and support services provided by a selected nonprofit provider.

Property at 1979 Mission Street
The Department of Homelessness and Supportive Housing (HSH) is seeking to temporarily use the property at 1979 Mission Street, San Francisco, CA 94103 (Walgreens Parking Lot) as a non-congregate cabin community with approximately 60 units for adults experiencing homelessness. The proposed use is intended to be temporary until the pending affordable housing development is ready to break ground. 1979 Mission Street was selected for temporary use based on its location, and size.
