The Housing Ladder Program offers a unique opportunity for residents who live in an HSH Permanent Supportive Housing Site (PSH) and no longer require intensive case management support services, with an opportunity to transition into a more independent housing setting.
As a result, PSH units become available for others experiencing homelessness who need PSH with intensive case management services, to be respectfully linked to the appropriate housing setting, while clients who have “moved on” maximize their independence through the Housing Ladder Program.
General Eligibility:
To be eligible for the Housing Ladder Program, clients are referred by their case managers. To be eligible, clients must meet the following criteria:
- Length of Stay:
- The household must be a tenant of an HSH-funded supportive housing building.
- The household must have been a tenant for at least 24 months.
- Tenant History:
- The household must be in good standing.
- The household must have no lease violations.
- Demonstrate Independence:
- The household has demonstrated the ability to stabilize in housing with less intensive supportive services.
- The household has displayed the readiness to move into more independent living.
Housing Ladder Components
Housing Ladder Program consists of programs for Adults, Family, and Transitioned Age Youth (TAY). The following categories below will demonstrate how Providers can apply to Housing Ladder in partnership with their clients.
How to Apply
To apply to any of the Housing Ladder programs the Permanent Supportive Housing Case Management provider must complete both the Universal Application Process & The Waitlist Portal Process
Housing Ladder Program for Adults:
- Program Summary:
- Site-based Single apartment building with light-touch services.
- Tenant pays 30% of income towards rent

Housing Ladder Program for Families:
- Program Overview:
- Households enrolled in this program are provided with an ongoing permanent rental subsidy
- Households enrolled in this program will work with their provider to identify a unit that meets their needs in the private market.
- A household’s monthly rent contribution is 30% of their income. The subsidy portion covers the remaining monthly rent amount.
- Max rent amount is determined by the household size, household composition and rent reasonableness
- Participants will receive, Housing Location Assistance, Housing Coordination Services, Landlord Liaison Services, Housing-Focused Case Management Services

Family Housing Ladder Open Waitlist Results
If you submitted an application through the Housing Ladder Family Waitlist Portal, your application went through a lottery process for placement on the waitlist. Lottery numbers are chosen using the applicant’s Online Navigation Entry System (ONE System) Unique Identifier. This number can be located by accessing the applicant’s ONE System profile. All lottery numbers were randomly sorted by running their ONE System Unique Identifier through a virtual randomizer database. Each applicant is assigned an “unfiltered” ranking between 1 and the total number of applicants. For example, in a lottery with 70 applicants, each applicant will be assigned a lottery result between 1 and 70.

If you applied to the Family Housing Ladder Open Waitlist here is what you can expect next:
- Every household will receive a housing outcome notification letter via the contact method provided on the application.
- If a household was approved, they will receive notification informing them of the Family Housing Ladder approval with the lottery number.
- If a household was denied, they will receive a notification, which will indicate the reason for the denial and how to ask further questions.
- HSH will contact households when a slot is available, and their name comes to the top of the waiting list, using the contact information provided in the application. This includes reaching out to the referring case management team(s).
- HSH will make three documented attempts within three business days of each other to contact applicants regarding their applications. If HSH is unable to contact the applicants within the timeframe noted, the household will be removed from the waitlist.
Housing Ladder Program for Transitional Aged Youth (TAY):
- Program Summary:
- Housing Ladder collaborates with the HSH Emergency Housing Voucher Program to make this private market opportunity available for TAY.
- Housing ladder – EHV:
- HSH collaborates with San Francisco Housing Authority (SFHA)
- SFHA provides the Subsidy for this program
- Participants are provided with a tenant-based voucher (EHV)
- Participants select housing in the private rental market
- Tenant pays 30% of income towards rent.
- Housing ladder – EHV:
- Participants will receive, Housing Location Assistance, Housing Coordination Services, Landlord Liaison Services, Housing-Focused Case Management Services
- Housing Ladder collaborates with the HSH Emergency Housing Voucher Program to make this private market opportunity available for TAY.
