2023 Continuum of Care (CoC) Program Competition

The 2023 CoC NOFO Bidders Conference will take place on July 27th from 1-3PM in the main branch of the Library (100 Larkin Street) in the Latino room. You can find more details about getting to the location and transit information here.

The meeting will be hybrid with both in-person and virtual options available. We will be providing an overview of the NOFO and the types of projects it can fund, and reviewing the local competition timeline for this year. If E-Snaps has the project applications available, we will also be doing a quick overview of the platform. Attending the Bidders Conference is mandatory for all project applicants.

Potential applicants interested in applying for the first time or simply interested in learning about the funding source are especially encouraged to apply. Register for the Bidders Conference at the link below to get the zoom information.

SF CoC Priority Panel Preliminary Ranked List and Appeals Process

On Thursday, August 24th, the Appeals Committee met to review the appeals submitted by project applicants. As a result, there was some minor movement in tier 1, but all other projects retained their scores. We had a record amount of interest in this year’s competition and are grateful for all the hard work project applicants have put in. We know that the timeline and submission windows HUD has for the competition are not always easy or dependable, and we thank all our renewal and new project applicants for your hard work and flexibility. Special thanks to all the providers who have been putting in work for the past several months and helping us do everything from revise the scoring tools, to helping ensure we apply for all the bonus funding available.

Attached you will find the 2023 SF CoC Preliminary Priority Listing, which will be presented for approval at the September 11, 2023 LHCB Meeting. Once the board approves the listing, We encourage returning and prospective agencies to stay involved throughout the year with the LHCB and Funding Committee meetings as we continue to examine the CoC’s priorities and performance. You can remain connected to the CoC Competition process by inputting your contact here. For further information, please contact Charles Minor (Charles.Minor@sfgov.org) or the Homebase team at sfnofa@homebaseccc.org.
