Notice of Public Hearing and Availability for Public Review and Comment – Draft 2024-2025 Action Plan

Background

The Mayor’s Office of Housing and Community Development (MOHCD), Office of Economic and Workforce Development (OEWD) and Department of Homelessness and Supportive Housing (HSH) invite you to join us for an online public hearing.  We would like your input on the Draft 2024-2025 Action Plan. This public hearing is part of the annual process to receive community input on funding recommendations and in accordance with the City’s Citizen Participation Plan for federal funding.

About the Action Plan

The 2024-2025 Action Plan will be the fifth and final year of program implementation under the 2020-2024 Consolidated Plan. It outlines community development and affordable housing strategies and priorities that will be supported with the following four federal funding sources administered by MOHCD, OEWD, and HSH during the program year that starts on July 1, 2024 and ends on June 30, 2025: Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), Home Investment Partnership (HOME), and Housing Opportunities for Persons With AIDS (HOPWA).

The estimated amount of funding the City and County of San Francisco will receive from the U.S. Department of Housing and Urban Development (HUD) for 2024-2025 is as follows: CDBG – $18,000,000; ESG – $1,500,000; and HOME – $5,000,000. The City and County of San Francisco will receive an estimated $7,000,000 in HOPWA funding for San Francisco and San Mateo Counties. Please note that at the time of this notice, the 2024-2025 funding amounts for the four federal programs have not yet been issued by HUD.

The purpose of the Substantial Amendment to the 2021-2022 Action Plan is to incorporate the Allocation Plan for the Home Investment Partnership-American Rescue Plan (HOME-ARP) program. Funds were appropriated under the federal American Rescue Plan Act of 2021 for the HOME program to provide homelessness assistance and supportive services. The City and County of San Francisco will receive $18,707,742 under the HOME-ARP program from HUD. CDBG, ESG, HOME, HOME-ARP and HOPWA funds will be used to support the following five objectives, which are described in San Francisco’s 2020-2024 Consolidated Plan:

  • Families and individuals are stably housed;
  • Families and individuals are resilient and economically self-sufficient;
  • Communities have healthy physical, social, and business infrastructure;
  • Communities at risk of displacement are stabilized; and,
  • City works to eliminate the causes of racial disparities.

The Draft 2024-2025 Action Plan and the Draft Substantial Amendment to the 2021-2022 Action Plan will be available for public review and comment from February 29, 2024 to March 29, 2024. The draft documents will be available electronically on the MOHCD website at https://sfmohcd.org, OEWD website at https://oewd.org, and HSH website at http://hsh.sfgov.org on the dates listed above. Members of the public who wish to provide feedback on the draft documents, which include funding recommendations, may do so at the March 5th public hearing or by submitting written comments to gloria.woo@sfgov.org. You may attend this public hearing online or in-person. Four (4) hybrid meetings, one in
English, one in Filipino, one in Cantonese, and one in Spanish, will be held simultaneously. To
attend virtually, please register below for the meeting that meets your needs.

To attend in-person, the meetings will take place at the MOHCD office located at 1 South Van Ness Avenue, 5th Floor in San Francisco. Please register for in-person attendance by 5:00 p.m. on Monday, March 20, 2023, by emailing Gloria Woo at gloria.woo@sfgov.org.

About the Action Plan

Community Needs Assessment for Survivors of Violence

Background

HSH is committed to improving access to safe homeless and housing services for survivors of domestic violence, dating violence, sexual assault, stalking   human trafficking, and other forms of violence. The Community Needs Assessment will allow us to gather critical input, perspectives, and data critical to developing policies and practices aligned with the needs of survivors.

Desired Outcome and Goals

The desired outcome of the Community Needs Assessment is to ensure that survivors can safely access housing. To that end, the Project’s goals are:

  • To improve survivor access to housing
  • To increase survivor safety, choice, and privacy in receiving services from the Homelessness Response System
  • To improve coordination between Victim Service Providers and the Homelessness Response System

Project Values

The Community Needs Assessment will be guided by the following values:

  • Centering the rights, voices, and experiences of survivors: Using a collaborative design process, the project will identify barriers survivors face to safe housing. This includes partnership with survivor-led organizations, extensive survivor interviews and listening sessions, and 50% survivor membership on the project’s advisory body (which is to be co-chaired by a survivor).
  • Using an intersectional lens in all project activities and in assessing data and findings: HSH and project partners are keenly aware that survivors’ multiple issues and identities combine to create additional challenges to accessing and retaining safe housing. These include income disparities, housing discrimination, impacts of historical trauma, and systemic racism. The project will center the experiences and needs of LGBTQ+, immigrants, diverse genders, nonnative English speakers, Black, Indigenous, and People of Color (BIPOC), people with disabilities, and other marginalized groups. 
  • Employing Radical Listening and humility: In seeking to understand and center the perspectives of survivors, emphasis is placed on creating a safe space, listening deeply, and asking thoughtful follow-up questions to ensure people can share their experiences fully and are heard with empathy and without judgement. 

Project Elements

The Community Needs Assessment will use the following strategies:

  • Stakeholder Interviews: Conversations will be conducted with key contributors to San Francisco’s response to survivors. Questions are aimed at gathering input to paint a picture of challenges survivors face in the current homelessness response system to create a foundation for more detailed mapping and planning.
  • Survivor Listening Sessions: Co-facilitated bysurvivors, these sessions will bring forward a diverse representation of survivors’ voices. Survivors will be compensated for their time and offered de-briefing support and connections to resources. Learning about survivors’ experiences both within and outside of systems response, what worked and what didn’t, and what change they believe is needed is critical to creating a meaningful response.   • Safe Housing Working Group: With strong survivor representation (up to 50%), this ad hoc committee will meet monthly throughout the duration of the project. Co-led by a survivor, the Safe Housing Working Group  will advise and advance the project recommendations.   
  • Online Safe Housing Survey: The Survey will collect information from survivor-facing organizations to assess policies and practices and alignment with best practices. Key areas include safety, confidentiality, assessment, access, training, housing protections, trauma-informed approaches, and survivor-centered strategies.
    • Data Analysis: An examination of available quantitative data will provide another look into the current system. Data points include: demographics of survivors currently accessing the Homelessness Response System (gender, sexual orientation, race, ethnicity, age, household type); what programs survivors are currently using (coordinated entry, emergency shelter, transitional housing, permanent supportive housing, rapid rehousing); and outcomes for survivors as compared to others accessing services.

Community Needs Assessment Report

HSH and its project partners will produce a report summarizing the Community Needs Assessment activities, its findings, and recommendations for improving survivors’ safe and equitable access to homeless and housing services in San Francisco. Recommendations will help provide the basis for next steps in areas to include:

  • Updates to the San Francisco Coordinated Entry Written Standards as they relate to survivors’ access to the Homelessness Response System
    • Development of Homeless Management Information System (HMIS) protocols to safeguard survivor information
    • Improved coordination between the Homelessness Response System and Victim Service Providers in serving survivors of violence and connecting to local resources.

HSH is partnering with the subject matter experts below to undertake project activities:

  • Homebase: Homebase’s mission is to build community capacity to end homelessness, reduce poverty, and foster thriving, inclusive communities. Homebase partners with public, non-profit, and faith-based sectors to identify barriers and key resources, refine their ideas and goals, and design scalable solutions. 
  • Focus Strategies: Focus Strategies is a national consulting firm based on the West Coast dedicated to helping communities improve efforts to end homelessness through community-based planning informed by local data and national best practices, including the design and evaluation of Coordinated Entry Systems.
  • National Alliance for Safe Housing (NASH): NASH is a national Technical Assistance provider that aims to create a culture where safe housing is a right shared by everyone. NASH works in alliance with advocates, survivors and leaders to improve coordination between victim service and homelessness systems.
  • NASH’s partners, Voices of Women, a survivor-led community organizing program working to revolutionize domestic violence policy, and Shobana Powell Consulting, advocate and survivor consultants specializing in the intersection of human trafficking, trauma and systemic oppression, also bring deep expertise to the project.

Homelessness Response System: All Community Meeting

Please join us for a meeting to discuss the recommendations made by the Coordinated Entry Redesign Workgroup. The workgroup has been generating components that it believes will guide HSH in developing an ideal Coordinated Entry System. This meeting will be held virtually and will be open to the public.

San Francisco’s Department of Homelessness and Supportive Housing (HSH) is soliciting Applications from community-based organizations to operate a Flexible Housing Subsidy Pool (FHSP) program for the City-wide Ending Transgender Homelessness Initiative (ETH). ETH is a collaborative partnership providing funding for behavioral health services and housing interventions for TGNC San Franciscans experiencing homelessness. Among these housing interventions is FHSP, a permanent scattered-site subsidy program offering housing location and case management services and capping participant rent payments at 30% of income. HSH seeks providers who will deliver, or collaborative with other providers to deliver, these services to TGNC residents with a trauma-informed and equity-driven approach.

Solicitation of Interest – Problem Solving Services (non-Access Point)

Description

The Department of Homelessness and Supportive Housing (HSH) is soliciting applications from community-based organizations to provide Problem Solving services to households (families, youth and/or single adults) experiencing homelessness, as defined by the San Francisco Department of Homelessness and Supportive Housing (HSH) definitions. 

The Department is seeking qualified applicants who demonstrate the necessary expertise, experience, and capacity to provide Problem Solving Services. The successful delivery of Problem Solving requires staff to truly understand the dynamics of homelessness, be skilled at motivational interviewing techniques, and embrace and embody strength-based, person-centered, trauma-informed, and harm-reducing principles.

Problem Solving services are available to any household experiencing homelessness in San Francisco who has an annual household income at the time of assistance no higher than 50% of the Area Median Income (AMI). Problem Solving services are being offered in all HSH Access Points and at 12 Family Shelters. One of the purposes of this SOI is to be able to reach a broader community (especially households who may never interact with the Homelessness Response System) by selecting a Problem Solving provider who will not function as an Access Point.

Description:  

The Department of Homelessness and Supportive Housing (HSH) is seeking to fund a youth- serving community partner to design, implement, and manage a direct cash transfer (DCT) program pilot for youth between the ages of 18-24, usually referred to as Transitional Age Youth (TAY). Based on the most recent Point-in-Time count (conducted in 2019), there were 1,145 youth experiencing homelessness on a single night in San Francisco; 95% of these youth were TAY. In an effort to reduce the number of TAY experiencing homelessness in San Francisco, to increase TAY’s housing stability, and to expand the City’s inventory of available interventions to support ending youth homelessness, HSH is interested in piloting a DCT program.

Solicitation of Interest (SOI) Coordinated Entry and Problem Solving Services to the Justice-Involved Population

Description:  

The Department of Homelessness and Supportive Housing (HSH) is soliciting applications from community based organizations to provide Coordinated Entry and Problem Solving services to the justice-involved population. The goal of these services is to bridge the gaps between the justice involved population and the Homelessness Response System (HRS).

HSH is seeking community-based organizations who demonstrate the necessary expertise, experience, and capacity to provide Coordinated Entry and Problem Solving Services to ensure the justice involved population experiencing homelessness has equitable access to the HRS.

After community input and consultation with experts in the justice system, HSH has identified households with individuals who are incarcerated in the San Francisco County Jail and are expected to be released to the community and those who have been granted pretrial release as the targeted population for this funding. This community-based agency will take part in a citywide effort among various city Departments and other community-based agencies to have a more intentional and holistic program delivery to the justice-involved population, starting with this specific sub-group and in future years expanding to other groups.

Informal Solicitation – Baldwin SAFE Navigation Center

Description: The Department of Homelessness and Supportive Housing (HSH) is seeking an agency to operate the Baldwin SAFE Navigation Center program, which will serve adults experiencing homelessness in a non-congregate shelter setting. Supportive Services for the Candlestick Safe Parking Program

Request for Potential Shelter and Housing Sites

Description: The City and County of San Francisco’s Department of Homelessness and Supportive Housing (HSH) is collecting basic information directly from property owners or persons/organizations with site control regarding locations for possible consideration as shelter sites. HSH is seeking sites for temporary/short-term (as short as 2 to 7 days) or seasonal use (several months) during periods of severe weather, environmental emergencies or natural disasters, and sites for potential year-round use as emergency shelters.

HSH is particularly interested in leasing or purchasing sites with the following characteristics:

  • located along public transportation lines and/or convenient to neighborhood services
  • existing non-residential buildings that could be converted to residential/dormitory use
  • vacant land on which HSH could construct a shelter

If you have a property that you would like to discuss with HSH, please provide a summary of the site features itemized in the table found on this document. If you have more than one property, please provide a summary for each property. Submission of information is not a commitment on the part of the owner/operator in any form. It is simply a show of interest to explore possibilities.

HSH is accepting this information as soon as possible for the coming fall/winter months and on an ongoing basis. We will keep the property information on file and contact owners if and when there is funding and interest to explore the property.

Documentation – SIP Guest Exits Report

This page provides documentation for the Shelter-in-Place Hotel Guest Exits and SIP Guest Exits: Demographics dashboards. Documentation includes the report’s purpose, data source, reporting frequency, and key terms.

Purpose

The SIP Guest Exits dashboard summarizes the destination and demographics of guests when they exited the Shelter-in-Place (SIP) Hotel Program.

Guest outcomes can be viewed separately for guests that were eligible for housing through the SIP Housing Process versus guests that were not eligible.

Data Source

Data in this report is primarily sourced from RTZ, the database used for SIP Hotel shelter bed management. Clients represented in RTZ were matched to other administrative data to verify exit destinations and improve quality of demographic data where possible. These administrative data sources include:

  • The Online Navigation and Entry (ONE) System, a HUD-compliant Homeless Management Information System (HMIS)
  • Coordinated Care Management System (CCMS), is a composite database of integrated medical, psychological, and social information about high risk, complex, and vulnerable populations served by the San Francisco Department of Public Health (SFDPH)
  • HSH datasets for problem solving and prevention data in 2020 prior to ONE system setup
  • HSH datasets for Tenderloin Housing Clinic housing rosters
  • HSH datasets for Direct Access to Housing (DAH) program housing placements
  • HSH’s Homeward Bound program database

Reporting Frequency

Data in the dashboards is as of July 14, 2023 and does not refresh.

Data Notes

  • Clients placed in SIP Hotel Site 28 (family site) are not included in this report. Families at this site were redirected to shelter and housing resources through the regular family Coordinated Entry system.
  • Clients placed in SIP Hotel Site 42 are not included in this report. The Department of Public Health (DPH) managed various programs at this site serving high-acuity individuals. Individuals at this site were transferred to appropriate housing resources through the SIP Housing Process or appropriate shelter or long-term care.
  • Exit destinations reflect information as reported in RTZ at the time of exit, OR destinations verified in other administrative data systems within 90 days prior to or 90 days after the SIP Hotel Exit Date logged in RTZ. This process helps to improve the accuracy of the dashboard with information that may not have been readily available to the SIP hotel staff logging client exits.
    • If exit information is conflicting across sources, exits are reported in the following order of preference: 1) Deceased, 2) Housing, 3) Temporary shelter, other institutions, or safe sleep/safe parking, 4) Other (exit by client choice or bed abandonment, safety discharge due to behavior, offered shelter / destination unknown).
    • Example: Client John Doe is cited in RTZ as having exited a SIP hotel on January 1, 2022 with an unknown location. Client John Doe is matched to a program enrollment and move-in to permanent supportive housing in the ONE System on January 15, 2022. The SIP Hotel Guest Exits report will display John Doe as having exited to permanent housing.
  • Transfers between SIP hotels are not considered exits from the SIP Hotel Program and are not reflected in the dashboard.
    • Example: Client Jane Doe is placed in SIP Hotel Site A from 1/1/2021 – 6/1/2021, transferred to SIP Hotel Site B from 6/1/2021 – 12/1/2021, then exited to transitional housing on 12/1/2021. The dashboard will reflect an exit to transitional housing as of 12/1/2021, but will not reflect the transfer on 6/1/2021.

Key Terms and Acronyms

Guests Eligible for SIP Housing Process: Includes all guests that had a stay in a SIP hotel and were identified as eligible for housing through the SIP Housing Process. Includes most clients active in any SIP hotel as of November 2020 and beyond.

Other SIP Hotel Guests: Includes all guests that had a stay in a SIP hotel and were not eligible for the SIP Housing Process. Most guests in this category exited prior to the onset of the SIP Housing Process in November 2020.

Total SIP Hotel Guests Housed: The total number of guests that have fully exited the SIP hotel system with a housing destination identified. Includes clients eligible and ineligible for the SIP Housing Process.

Housing Exits

Permanent housingGuest exited to permanent housing, which includes guests provided with permanent supportive housing through HSH.
Permanent housing: flexible housing subsidyGuest was provided a flexible housing subsidy by HSH.
Rapid re-housingGuest was provided a rapid re-housing subsidy by HSH.
Reunited with friends or familyGuest was reunited with friends of family, which may include placements through relocation assistance.
Served through problem solvingGuest was served through problem solving programs at HSH, which includes prevention assistance and flexible grants.

Other Exits

Temporary ShelterDefinition
Shelter (including navigation centers)Guest was transferred to another appropriate form of emergency shelter (e.g. SIP congregate shelter, navigation center, family shelter, etc.).
Transitional housingGuest was transferred to a transitional housing program.
Other temporary living situationGuest exited to one of the following other forms of temporary living situations as categorized by HUD’s HMIS Data Dictionary for data element 3.12: Safe Haven, hotels or motels paid for without an emergency shelter voucher, interim housing, host homes (non-crisis). Also includes guests placed in COVID-19 Isolation & Quarantine rooms that did not return to the SIP hotels.
