Housing Assistance

If you are at risk of or experiencing homelessness, contact a Coordinated Entry Access Point to get assistance.

Access Point staff provide housing problem solving and assess your needs. If you’re eligible, they connect you with housing resources and other community services for people experiencing homelessness in San Francisco.

Other Resources

  • People at risk of homelessness can apply for San Francisco’s Emergency Rental Assistance Program.
  • Unaccompanied minors (under age 18) can contact Huckleberry House or Diamond Youth Shelter to access shelter and other resources.
  • Survivors of violence are welcome at all Access Points. Visit sf.gov for additional resources.

Family Temporary Shelter

Families with children under the age of 18 can contact a Coordinated Entry Access Point or request an emergency placement at the programs listed below.

Oasis Family Shelter

Oasis Family Shelter, run by Providence Foundation, has some beds for self-referral for families who need emergency placements for up to 14 days. The program offers 10 beds for families who need an emergency shelter placement.  If the beds are full, the 14-Day Emergency Placement staff will put the family’s name on a Callback Waitlist and call the family back once a bed is available.

All assigned 14-Day Emergency Placement staff try to ensure all emergency shelter placement calls are answered and responded to in a timely manner.

Buena Vista Horace Mann Stay-Over Program

The Stay-over Program at Buena Vista Horace Mann is for San Francisco Unified School District students and their families who are experiencing homelessness and are attending San Francisco K-12 public schools (not including charter or private schools).

Urgent Accommodation Vouchers for Families and Pregnant People

The 14-Day Emergency Placement Urgent Accommodation Voucher (UAV) is a self-referral program that allows families and pregnant people experiencing homelessness to receive immediate shelter in a San Francisco hotel. To access this 14-day emergency placement, please contact Compass Family Services at 415-340-0572 to inquire about room availability.

Emergency Congregate Shelter for Pregnant People

This special 14-day Emergency Placement at Hamilton Family Emergency Shelter is for pregnant people and pregnant couples experiencing homelessness, without minor children. For pregnant people with children, please call the access points listed above.

This program is designed to provide low barrier access to shelter for pregnant persons and pregnant couples experiencing homelessness. The program goal is to ensure the pregnant person or couple is engaged in the Coordinated Entry process, completes a Family Success Plan, and is connected to the following resources:

  • HSA Program benefits (i.e. Medi-Cal, CalWORKs, CalFresh)
  • Prenatal care programs
  • Behavioral Health
  • Financial Coaching

Youth Coordinated Entry

The Department of Homelessness and Supportive Housing offers Coordinated Entry for Youth at our community Access Points. These Access Points are localized community gateways for youths aged 18 to 24 (upon intake) experiencing homelessness into San Francisco’s Homelessness Response System, which is the overall system of programs and housing opportunities for those experiencing homelessness.

These Access Points provide Problem Solving, assessment, prioritization, and referral to housing and other community services for San Francisco youth experiencing homelessness.

HSH Coordinated Entry Clinical Review

Adults (aged 18 or older ) without minor children can be served via Adult Coordinated Entry. Youth aged 18 to 24 can also receive services at Adult Access Points.

Family Coordinated Entry

The Department of Homelessness and Supportive Housing offers Family Coordinated Entry at our community Access Points. Family Access Points are localized community gateways for families with children under the age of 18 experiencing homelessness to access San Francisco’s Homelessness Response System, which is the overall system of programs and housing opportunities for families experiencing homelessness.

Family CE Access Points are operated by two non-profit service providers, Catholic Charities and Compass Family Services, at three community locations: Central City Access Point, Bayview Access Point and Mission Access Point

Family Access Points provide problem solving, assessment, prioritization, and referral to housing, and other community services for San Francisco families experiencing homelessness.

Description

The Department of Homelessness and Supportive Housing (HSH)’s Office of Equity and Inclusion is announcing a funding opportunity to support BIPOC (Black, Indigenous, people of color) organizations who provide/aim to provide homeless services in San Francisco, with intent in achieving new levels of effectiveness and strengthen their systems as well as support their access to resources that will facilitate the organization’s progress in achieving their goals centered around providing homeless resources. The form is available here. Solicitation of Interest (SOI) for Mission Cabins

Description

The City and County of San Francisco (“City”) Department of Homelessness and Supportive Housing (HSH) is soliciting applications from qualified community-based organizations (CBO) to operate the new Mission Cabins program at 1979 Mission Street, which will serve adults experiencing homelessness in a “tiny home” shelter setting similar to the successful Cabin Pilot Project at 33 Gough Street. By U.S. Department of Housing and Urban Development (HUD) definition, this program is considered emergency shelter and accordingly will follow all applicable City shelter policies and procedures. The Mission Cabins are tentatively scheduled to open in October 2023.

To be considered for funding under this Solicitation, Applicants must meet the following Minimum Requirements:

  • At least two years of experience providing shelter or homeless services.
  • Must be a certified City vendor or have initiated the process to become a City vendor, as evidenced by registering at the San Francisco City Partner website by the time of submitting materials for the Solicitation of Interest (SOI).
  • Must be in good standing with the California Attorney General’s Registry of Charitable Trusts
    • Good standing may include nonprofit suppliers in closed, current, exempt, or probationary status with the Registry of Charitable Trusts. Providers may check their status: https://rct.doj.ca.gov/Verification/Web/Search.aspx?facility=Y

HSH is seeking a CBO that will provide the best overall value and highest quality guest services. Collaborations are welcome, however, HSH seeks to create one agreement with a lead organization, which may subcontract with other providers.

Solicitation of Interest – Flexible Housing Subsidy Pool Program for Ending Transgender Homelessness Initiative

Description

San Francisco’s Department of Homelessness and Supportive Housing (HSH) is soliciting Applications from community-based organizations to operate a Flexible Housing Subsidy Pool (FHSP) program for the City-wide Ending Transgender Homelessness Initiative (ETH). ETH is a collaborative partnership providing funding for behavioral health services and housing interventions for TGNC San Franciscans experiencing homelessness. Among these housing interventions is FHSP, a permanent scattered-site subsidy program offering housing location and case management services and capping participant rent payments at 30% of income. HSH seeks providers who will deliver, or collaborative with other providers to deliver, these services to TGNC residents with a trauma-informed and equity-driven approach.

Solicitation of Interest – Problem Solving Services (non-Access Point)

Description

The Department of Homelessness and Supportive Housing (HSH) is soliciting applications from community-based organizations to provide Problem Solving services to households (families, youth and/or single adults) experiencing homelessness, as defined by the San Francisco Department of Homelessness and Supportive Housing (HSH) definitions. 

The Department is seeking qualified applicants who demonstrate the necessary expertise, experience, and capacity to provide Problem Solving Services. The successful delivery of Problem Solving requires staff to truly understand the dynamics of homelessness, be skilled at motivational interviewing techniques, and embrace and embody strength-based, person-centered, trauma-informed, and harm-reducing principles.

Problem Solving services are available to any household experiencing homelessness in San Francisco who has an annual household income at the time of assistance no higher than 50% of the Area Median Income (AMI). Problem Solving services are being offered in all HSH Access Points and at 12 Family Shelters. One of the purposes of this SOI is to be able to reach a broader community (especially households who may never interact with the Homelessness Response System) by selecting a Problem Solving provider who will not function as an Access Point.
